Hey, Belgians! What is up with "nat en straf"

This is on the label of Oerbier. Literally, it means wet and strong. I get the strong part but what is up with wet? I mean, I hope it is wet and not a dry powder or gas.

Any insight?

Well, I’m not Belgian (Dutch, should be close enough), but it’s just stating the obvious. It’s wet, and it’s strong.
