For whatever reason, it’s not possible to rate retired places. You can enter the rating and fill it out but the “save” button doesn’t work. It should be functional - as a lot of people are keeping that as evidence of where they have been and what they have visited, providing interesting notes and stories about the place. It also used to be before it got broken. Please, let tickers tick!
